SAIC-Frederick, Inc., the operations and technical support contractor for the NCI-Frederick, has an exciting opportunity for a Drug Development Project Manager. Responsible for the management and coordination of assigned project management activities associated with the drug development pipeline and the conduct of clinical research trials sponsored by the NCI's Division of Cancer Treatment and Diagnosis (DCTD) in conjunction with the Center for Cancer Research (CRC) and the NCI Office of the Director. The Chemical Biology Consortium (CBC) is currently in development to facilitate the discovery and development of new agents to treat cancer. This position is located in Rockville, Maryland and is responsible for leading, assisting and managing 2-5 global, cross-functional project development teams in the development of novel, scientifically meritorious therapeutic drugs and biologics and other novel agents. Collaborates with team members, senior managers and functional directors to ensure integration of project goals. Leads project teams to identify critical path, resource issues, decision points and project milestones. Develops functionally integrated strategic and operational plans. Ensures timely contributions by all team members; develops implementation plans, timelines, budgets, and progress reports to the NexT Discovery and Development Committees. Monitors project progress, coordinates tracking, evaluation, prioritization of programs as well as manages risk. Conducts regular team meetings, develops meeting agendas and distributes minutes. Identifies potential bottlenecks in the development process and works with all team members, the NExT DDCs, and the senior management for resolution. Coordinates with the NExT DDCs and other project manager(s) to most efficiently allocate limited resources given current priorities and timelines. Develops and implements a research quality system consisting of policies, standards, documentation and training methods. Assists with internal quality assurance and quality control methods and procedures. This position requires strong analytical, communication, and team facilitation skills to collaborate with key stakeholders. The Project Manager must be a strategic thinker able to prioritize team activities and make recommendations with limited direction on appropriate courses of action in response to project results. Provides support for agents under development from other DCTD programs.
Possession of a Bachelors degree from an accredited college/university in a field related to biomedical research/clinical trials/health or four (4) years related experience in lieu of degree. Possession of a Master's or Doctoral degree preferred. Foreign educated candidates who have completed part or all of their education outside of the United States must have their foreign education evaluated by an SAIC-approved accrediting organization to assure that it has met the equivalency of the qualifications of degree work in the United States. Minimum of 8 years of progressively responsible experience directly related to drug development, showing progressively increasing responsibilities and experience in project management of multiple concurrent drug development projects. Knowledge utilizing project management tools, methodologies, practices, and infrastructure, as related to the biopharmaceutical industry. Experience in project management and pharmaceutical development processes (especially preclinical to early clinical transition) in the biotechnology, pharmaceutical, or other healthcare related field. Must be able to demonstrate the ability to critique and evaluate scientific reports relative to drug development and possess a commanding knowledge of Federal Regulations governing drug development and/or clinical research. Must be detail-oriented and possess strong organizational skills with the ability to prioritize multiple tasks/projects. Possess in depth knowledge of drug development; fieldwork concepts and practices; regulatory requirements and guidelines for pre-clinical and clinical research, with specific knowledge of development requirements; and FDA regulations. This position is subject to obtaining a Public Trust Clearance.
